    umm… your big muscles are fast twitch muscles, and your small muscles are slow twitch muscles. And slow twitch muscles fatigue slower than your fast twitch muscles. Initially it takes less neural impulses to generate action potential from your slow twitch muscles. As you use more strength, you need greater neural impulses from your CNS and your fast twitch muscles are recruited. This guy wants you to use slow twitch muscles but your big muscles are fast twitch muscles.
